Mike - I was just barely introduced to Elements this passing week. Main, immediate difference would be the effects preset, and easily applicable, loaded up in that software. This posted image is really 4 shapes I easily drew with their tools pallet. (a square, a heart, a diamond pattern, and a splatter) Everything else is picking and choosing color, texture, the effects. <-Being a novice means that's what also sucks up one's time, too! So many to choose from... big smile!

I have Photoshop 6.0, buy I've never used Elements. How do they compare??
